PMAESA Conference 2016

The 2016 PMAESA Conference will be held at a scenic resort located on the Red Sea at Port Sudan under the theme of ‘Port Strategies for Harnessing the African Blue Economy & Investment Options.’

PMAESA Board Chairman, Mr. Bisey Uirab, who is also the Chief Executive of Namibia Ports Authority hailed Sudan for accepting to host the event. He appealed to would be delegates, sponsors and exhibitors to participate in large numbers in this important maritime event.

Mr. Mohamed Madani, a Manager with the Sea Ports Corporation of Sudan told a Board meeting in Port Elizabeth, South Africa recently that the host country preferred the conference to be held between 27thand 30th November as opposed to beginning of the month due to climatic conditions.

The annual conference is expected to attract ports executives, maritime experts, scholars and stakeholders in the industry will be hosted in conjunction with the Sea Port Corporation Sudan. PMAESA Conference will be hosted in Sudan after a span of 10 years. PMAESA conference was last held in Khartoum Sudan in 2006 in a colourful event hailed by delegates from across the continent and Europe.

The Board meeting in Port Elizabeth adopted a Conference strategy going forward is to give opportunity and exposure to members who have not hosted conference before to do so.

The Board endorsed a proposal by the Communications technical committee of a five year conference cycle giving Maputo Ports Development Company (MPDC) of Mozambique an opportunity to host the conference in 2017 followed by Angola in 2018.

Uganda and Swaziland which are the latest states to join PMAESA were scheduled for 2019 and 2020 respectively.

8th Containers Conference - Sudan

The Containers Conference is a bi annual event organized by the Sea Ports Corporation (SPC) in conjunction with the Ministry of Transport, Roads and Bridges, Sudan.

This edition of the conference was jointly hosted by the Arab Academy for Science, Technology & Maritime Transport (AASTMT) which is a Regional Institute for Maritime Transport training founded by the Arab League with technical aid from the United Nations’ organizations specialized in the field of maritime transport. The AASTMT is based in Alexandria, Egypt.

Ms Nozipho Mdawe, PMAESA Secretary General, made a presentation at the conference on the importance of logistic corridors to ports. She highlighted the importance of having a holistic approach to the development of the entire supply chain.

The conference which drew over 300 participants was also attended by the Minister for Transport, Roads and Bridges, Sudan, Eng. Mekawy Ahmed Awad and the Wali of Red Sea State, HE Ali Ahmed Hamed

The conference participants were drawn from SPC- Sudan; Sudan Customs; the ministries of Transport, Finance, Trade & Industry (Sudan); Experts from the AASTMT; Shipping community in Sudan; Transport service providers; Representatives from the Working Women’s Association; Students from the Maritime College; the Media and other related stakeholders.

They came from Sudan, Egypt, Jordan, Mauritania, Dubai and China.

The discussions held in the conference ranged from capacity building, port infrastructure investments, role of corridors to ports, ICT developments and aspects of port security.

The AASTMT was represented at the conference by a number of experts in the fields of maritime, security and ICT. They underscored the need for capacity building in port authorities. They have had varied success in training personnel from SPC at the Alexandria based institute.

A presentation by the customs authority also highlighted the need to close loop-holes in the customs cleating processes and shared with the audience a single window system currently in place. A presentation was made by a Chinese company in charge of development and construction of Sudanese Ports of Suakin and Dama Dama

Presentations from the SPC team consisted of infrastructure, ICT and security developments at the port.

In parallel to the conference proceedings, a conference exhibition was also held.

PMAESA Secretary General held discussions with the top officials from AASTMT to explore ways of collaborating with them in regards to human resource capacity building and sea-based training.

The PMAESA Secretary General also held talks with the General Manager of SPC, Dr Jalal Eldin Shelia, to pave the way for the forthcoming PMAESA annual conference due for 27th to 30th November 2016 at Port Sudan.

PMAESA Secretary General Ms Nozipho Mdawe recently met an Ethiopian delegation where they discussed wide ranging issues of bilateral interest.

The delegation was in Mombasa for a workshop organised by the African Development Bank (AfDB) in conjuction with the Kenya National Highway Authorities (KenHA) on the Mombasa-Nairobi-Addis Ababa Road Corridor Project which is part of the Trans-Africa Highway network designed to promote trade, regional integration and alleviate poverty through highway infrastructure development and the management of road-based trade corridors.


PMAWCA: 11th PAPC Conference to be held in Dakar

The 11th Pan African Association of Ports Cooperation (PAPC), a biannual summit that brings together the three Port Management Associations in Africa, will be held between June 27th and 1st July, 2016 in Dakar, Senegal.

Mr. Michael Luguje, the Executive Secretary, PAPC, said preparations for the conference is already in progress and called upon respective African Port executives and shipping experts to diaries the event with a view of an effective participation.

The PAPC conference is hosted alternatively between the Port Management Association of Eastern and Southern Africa (PMAESA) Port Management Association of West and Central Africa (PMAWCA) and North African Ports Association (UAPNA).

“Having considered the most optimal options to effectively host the 11th Conference, the Board of PMAWCA resolved to host the Conference jointly with our 38th annual Council meeting which is scheduled to be held in Dakar (Senegal) from 27th June – 1st July 2016. The first two days (27 and 28 June) would be dedicated to the 11th PAPC Conference which will be held on the theme: “Quality assurance in ports: initiatives towards ISO Certification,” said Mr. Luguje in his letter to PMAESA.

He noted that being a joint conference involving all the PMAs, each Association is obliged to have a representation on the list of speakers and chairmen of sessions for the PAPC’s conference.

PAPC is a federation of the three sub-regional port Associations in Africa.

As cooperation for port trade, operations and efficient service delivery information sharing is being enhanced through the establishment and works of the three sub-regional associations of port authorities.

The three port Associations were established in 1972 and have worked and did achieve significant milestones in their respective regions.

However, there was the need to harmonize these exchanges and create a continental pool of port Authorities that could ensure that effectively, bad lessons in one sub-region were not repeated in another region and that good lessons and best practices in one sub-region could be very efficiently and harmoniously shared and replicated all over the continent. It was this dream that led to the establishment in 1999 of the Pan African Association for Ports Cooperation (PAPC), which is a federation of PMAWCA, PMAESA and UAPNA.

Since its establishment, it is gratifying to mention that through its biannual flagship PAPC Conference, the federated body has promoted continent-wide forum for ports and the maritime business community to meet, share experiences and deliberate on the challenges and prospects of the port, maritime transport and trade sector of the continent.
