Former PMAESA Chairman – Pepi Silinga

Mr Mninawe Pepi Silinga


CEO, Transnet National Ports Authority (TNPA) and Chairman, Port Management Association for Eastern & Southern Africa (PMAESA)

Mr Silinga’s career spans over 30 years, with ardent contributions to various institutions and primarily a niche in economic development and infrastructure.

PS, as he’s affectionately known, is an engineer by trade, having started his career in 1998 and later headhunted to serve as the Chief Executive Officer (CEO) of the Eastern Cape Presidential Project team in South Africa. A team established to deliver economic development in the province, he quickly made an impact and later got appointed as the CEO of the Coega Development Corporation (CDC).

An institution he led as CEO for over 20 years and helped to develop to become South Africa and Africa’s leading Special Economic Zone (SEZ).

During his time at the CDC, he managed to secure 56 operational investors and helped to spearhead a healthy and stable investment pipeline.

He also holds extensive experience in the field of governance having been part of several public sector Boards in South Africa notably, the Council for Scientific and Industrial Research (CSIR), Brand SA, Independent Development Trust (IDT), and the University of Fort Hare.

As a result of his commitment to development, he received recognition for his contributions to the national developmental agenda of South Africa, resulting in his appointment in 2017 by the Gauteng Government to implement and operate a R19 billion SEZ in Tshwane, known as the Tshwane Automotive Special Economic Zone (TASEZ).

As the CE of Transnet National Ports Authority, he is responsible for driving critical infrastructure investments at South Africa’s major seaports and modernising the landlord function of the ports.

Education:

  • BSc in Civil Engineering (UKZN),
  • MSc in Engineering (Wits),
  • MBA from Heriot-Watt University in the UK.
  • MDP from UNISA, CMP from Stellenbosch University,
  • AMP from INSEAD, Chartered Director [IoD-UK], and a fellow of the South African Academy of Engineers (SAAE)
  • Previously a Professional Engineer with the South African Institute of Civil Engineers and Professionals, however, both accreditations have since lapsed.
